ELECTRONIC VESSEL TRIP REPORTING

Owners or operators of commercial groundfish vessels with federal permits now have the option to submit their vessel trip reports (VTRs) electronically. Vessel trip reports are required to provide information on when and where catch occurred. Electronic reporting will make the collection of important data on fishing vessel activity more efficient, convenient, and timely for the fishing industry, fishery managers, and other data users. While the electronic submission of VTRs is voluntary, operators of all federally permitted vessels, with the exception of those possessing only a lobster permit, must complete a VTR prior to landing. Vessels choosing to use eVTR must complete the report prior to landing and can either submit it immediately or upon landing. In the groundfish fishery, all VTRs must be submitted by midnight Tuesday for trips completed in the previous week.

Vessels That May Currently Use eVTR

eVTR, has been authorized for vessels that possess a valid federal multispecies permit and participate in at least one of the following fleets:

  • Sector vessel fleet;
  • Cooperative Research Study Fleet; or
  • Gulf of Maine Research Institute's eVTR pilot study fleet.

NOAA Fisheries is continuing to develop eVTR systems and infrastructure that will soon enable additional vessels and other segments of the fishing industry to begin submitting eVTRs.

eVTR Software

Currently, the Fisheries Logbook Data Recording System (FLDRS) software (version 3.0) is the only software that supports eVTR. Upgrades for this system that allow secure transmission and authentication of eVTRs have been incorporated into this version of the software which must be used to submit VTRs electronically. To obtain the FLDRS 3.0 software, contact Joan Palmer, Northeast Fisheries Science Center, at 508-495-2247 or Joan.Palmer@noaa.gov. Additional software systems that support eVTRs are currently under development.

To Obtain an eVTR Password

All vessel operators who will be completing an eVTR must obtain a confidential password. This password will serve as an electronic signature and is required to submit an eVTR. Vessel trip reports will be encrypted prior to transmission to maintain the confidentiality of data being transmitted.

To obtain an eVTR password, please contact Alison Verry in NOAA Fisheries' Fisheries Data Services Division at 978-281-9209 or Alison.verry@noaa.gov. Alison will register your email address allowing you to set (or reset) your eVTR password. Once Alison has registered your email address, go to the Fish-On-Line webpage, click the "Forgot your Password" link, enter your eVTR user ID (your Operator ID), and click the "Retrieve your Password" button. You will be sent an email with a link allowing you to set up or reset your eVTR password. If you do not have an email address, or do not wish to register one, Alison can set up your password manually.
