FW 3 prohibits a NE multispecies DAS vessel that also has a monkfish DAS permit, from utilizing a monkfish DAS when fishing under the Regular B DAS Program. This reduces the unintended impact of the Regular B DAS Program that occurred under the pilot phase of the Program, which resulted in an increase in monkfish catch by participating vessels.
