Atlantic Coast States Cooperative Planning for Right Whale Recovery Program

Section 6 of the Endangered Species Act (ESA) authorizes the Secretary of Commerce to enter into cooperative agreements with states that establish and maintain adequate and active programs for the conservation of endangered and threatened species.

The objectives of the Atlantic Coast States Cooperative Planning for Right Whale Recovery Program are to provide all coastal states with the ability to fund projects that have a strong likelihood of reducing death and serious injury to right whales through the development or implementation of recovery plan tasks, and to introduce non-participating coastal states to the section 6 process with the intent to seek formal section 6 agreements with NOAA Fisheries Service. Currently, any coastal state, regardless of an active section 6 agreement, is eligible to apply for funding.

NOAA Fisheries Service has 11 active section 6 agreements with East Coast states. Northeast Region states include Maine, Massachusetts, New York, New Jersey, and Maryland. The Southeast Regional Office has six active and formal section 6 agreements: North Carolina, South Carolina, Georgia, Florida, Puerto Rico, and the U.S. Virgin Islands.
