Expansion of the use of sectors in the Northeast (NE) multispecies fishery is intended to provide fishermen with more flexibility and more direct responsibility for managing the resource. Therefore, sector managers should be fielding calls from NE multispecies sector vessels that have sector-specific questions regarding fishing year 2010 management measures, as sector managers can best address sector- specific informational needs. This will also enable you to stay current on situations within your sector, and identify any common issues among your members.
Sector-specific topics that can only be addressed by the sector manager include, but are not limited to:
- Annual Catch Entitlement (ACE) distribution to sector members
- ACE quota monitoring
- General Sector Administration
- Individual Allocation balances
- Member contractual obligations to the Sector
- Membership Fees
- Right of First Refusal
- Schedule of Penalties
- Safe Harbor Protocols
- Sector Harvest Rules
Sector-specific topics that NOAA Fisheries Service recommends be addressed by the sector manager include, but are not limited to:
- Sector monitoring requirements
- Dockside Monitoring hail procedures
- Offloading procedures when selected for Dockside
Monitoring
- At-Sea Monitoring assignments
- Sector-specific exemptions
- Sector-specific reporting requirements
Sector managers are encouraged to contact NOAA Fisheries Service staff with questions or concerns. Please contact the Sector Policy Analyst designated to each sector:
Mark Grant (978-281-9145): Northeast Fishery Sectors
Allison Murphy (978-281-9122): Northeast Coastal Communities Sector, Port Clyde Sector, Tri-State Sector
Melissa Vasquez (978-281-9166): Georges Bank (GB) Cod Fixed Gear Sector, Sustainable Harvest Sector
William Whitmore (978-281-9182): Backup contact for all sectors
If you feel uncertain about answering a specific question from a vessel because it is has more broad policy or regulatory implications, as always feel free to contact NOAA Fisheries Service staff or direct the fisherman to us! We would appreciate it if you could ask fishermen to contact us at sector.policy@noaa.gov or by calling (978)- 281-9315 that way we can ensure that there is always someone available to take the call! Thank you!
