Welcome to the Northeast Regional Office State, Federal and Constituent Programs Office

The State, Federal and Constituent Programs Office provides policy and technical representation in support of the Regional Administrator's responsibilities to the development, monitoring, and implementation of state/federal fishery management initiatives and stewardship of interjurisdictional finfish and shellfish resources throughout their range. It is the focal point for the region on fishery management programs mandated under the Atlantic Coastal Cooperative Fishery Management Act. The Office oversees the technical, administrative, and fiscal accountability for programs of financial assistance under which Federal funds are made available to state, universities, and other non-Federal interests (including Fishery Management Councils and Interstate Commissions) for carrying out projects consistent with the NMFS Fishery Strategic Plan and authorizing legislation (Interjurisdictional Fisheries Act, Anadromous Fish Conservation Act, Saltonstall-Kennedy Act) relating primarily to further the conservation, management and utilization of fishery resources of the Northwest Atlantic. The Office develops priorities, standards and procedures for solicitation/evaluation of funding applications required in response to specific requests for proposals. It monitors and coordinates the development of regional aquaculture/mariculture strategic initiatives in concert with other NMFS offices, the States, local communities, and the Fishery Management Councils.
