Research - Set - Aside Programmatic Review

An RSA Programmatic Panel Review session has been scheduled in order to more broadly discuss the utility of RSA programs and any issues that have been brought forward recently with the implementation of these programs. We will present these topics to a team that can help us identify ‘best practices’ and potential solutions to challenges when managing these programs. This review is intended to help improve current RSA programs in the Northeast, as well as help inform decisions to create or design new RSA programs, both here and in other regions.

The panel will evaluate the RSA programs according to Terms of Reference which include: 1) the objectives or goals for each RSA program; 2) policy issues relative to implementing RSAs; and 3) financial aspects of RSA programs. Enforcement and monitoring of the landing of RSA quota was also identified as a particular area of concern for these programs and will be a topic of discussion.

The public portion of the Panel Review will be held on June 30, 8:30-4:30 PM and July 1 from 8:30-10:30 AM at the URI Graduate School of Oceanography-Bay Campus, in Narragansett, RI. The first day will be a presentation format with Q & A session; the second morning will be an opportunity for the panel to ask for additional information and clarification before drafting their Panel recommendations.
